Introduction
The field of indigenous medicine is a highly knowledge-rich field that plays an important role in the health system of Sri Lanka. It is nourished by aspects of (Ayurveda, Siddha, Unani, and Deshiya Chikithsa) and now includes alternative medicine such as Homoeopathy.
Following independence, the Indigenous Medicine sector has evolved through several significant milestones: the amendment of the Indigenous Ordinance through Act No. 49 of 1949, the establishment of the Department of Indigenous Medicine in 1957, the enactment of the Ayurveda Act No. 31 of 1961, and the establishment of a new ministry for Indigenous Medicine in 1980. In 1994, it was elevated to a Cabinet Ministry. From that point, operating under the direct supervision of a Cabinet Minister, this sector was transferred under the Ministry of Health on January 18, 2015. From September 21, 2015, it functioned under the name Ministry of Health, Nutrition and Indigenous Medicine, and from December 10, 2019, as the Ministry of Health and Indigenous Medical Services. Subsequently, it operated as the State Ministry of Indigenous Medicine Promotion, Rural and Ayurvedic Hospitals Development and Community Health under the Ministry of Health, and from May 27, 2022, has been functioning as the Indigenous Medicine Section under the Ministry of Health. Subsequently, from November 25, 2024, it was placed under the Ministry of Health and Mass Media and continues to function as its Indigenous Medicine Section. This division carries out the formulation and implementation of policies related to the Indigenous Medicine sector, preparation of strategic plans, development of physical and human resources, regulatory functions, research and development activities, as well as overall operations and supervision related to the sector's development.
The aim of the indigenous medicine section is to provide the best quality, efficient and cost-effective indigenous medical services while protecting the health of the people.
Main Sections
Services Provided By The Administration Division
- Support the Ministry's policy-making process.
- Supervise the administrative and disciplinary affairs of the Indigenous Medicine Section and the institutions under it.
- Administrative work related to Homeopathic Hospital and Homeopathic Medical Council.
- Administrative matters related to Sri Lanka Ayurvedic Drugs Corporation.
- Matters relating to recruitment, confirmation, promotion and retirement of Ayurvedic Doctors.
- Liaison with Ayurveda Medical Council and special doctors.
- Matters related to officers of Ayurvedic Community Health Promotion Service.
- Matters related to Ayurvedic Nurses
- Disciplinary/Investigative proceedings of the officers of the Indigenous Medicine Section and the institutions under it.
Services Provided By The Account Division
- Making payments relating to salaries and allowances of the officers in the Indigenous Medicine Section and Development Officers attached to the Divisional Secratariats.
- Making payments related to salary, capital and recurring expenses related to Government Homeopathic Hospital and Homeopathic Medical Council.
- Making relevant payments for the issuance of medicines of the Ayurvedic Drugs Corporation under the treasury provisions.
Services Provided By The Development Division.
- Planning, implementation, monitoring and follow-up of programs and projects related to the development of Indigenous Medicine Section.
- To examine the performance of the institutions under the Indigenous Medicine Section, to identify the performance gaps and do correction actions.
- Promotion of non-toxic, nutritious local food.
- Maintaining and updating statistical data related to the field.
- On the recommendation of the Commissioner General of Ayurveda, granting necessary approvals for the import of medicinal ingredients under tariff concessions.
- Providing of Indigenous Medicines required for independent Ayurvedic dispensaries by the Ayurvedic Medicines Corporation.
- Planning of capital expenditure for the relevant year.
Main Functions
- To take steps to preserve and improve traditional medicine.
- Production of Ayurveda, Siddha, Unani and Homeopathy medicine.
- Importation, sale and distribution of raw and manufactured medicine required for Ayurveda, Siddha, Unani and Homeopathy medicine.
- Establishment and management of hospitals, research and training institutes and drug sales outlets to improve indigenous medicine including Ayurveda, Siddha & Unani medicine.
- Regulation of importing herbal plants, processed Ayurveda, Siddha and Unani medicine.
- Regulating Ayurvedic drug manufacturers.
- To carry out projects related to promoting the cultivation of medicinal plants and improving local medicines in coordination with relevant institutions.
- Registration of Ayurvedic manufacturers, Ayurvedic medical practitioners and Ayurvedic supplementary medical services.
- Implementation of a program prioritizing local traditional and Ayurvedic treatments under coordination and regulation of the Tourist Board to treat tourists.
- Encouraging research in medicine and treatments of indigenous medicine.
- Administration and personnel management in indigenous medical service.
